DoT revises policy on sale or rent of International Roaming SIM and Global Calling Cards of foreign operators

New Delhi, January 18, 2022

As part of the policy reforms initiated in the telecom sector, the Department of Telecom (DoT) has issued revised terms and conditions for issue or renewal of NOC for sale or rent of international roaming SIM cards and global calling cards of foreign operators in India.

The revised terms and conditions have been finalized by DoT after deliberations on the suo motu recommendations of the Telecom Regulatory Authority of India (TRAI) in this regard.

"The revised terms strengthen the mechanism to protect the interests of Indian citizens visiting abroad and also streamline the procedures in line with the other licenses/registrations," an official press release said.

It said the revised policy mandates the NOC holders to make provision for providing information regarding customer care service, contact details, escalation matrix, itemised bills, information related to tariff plans, services offered, and so on.

Provision has also been made to strengthen the billing and consumer grievance redressal mechanism to facilitate time-bound resolution of grievance by the NOC holders with provision for Appellate Authority in DOT.

The revised policy also streamlines the application process and other procedures for the NOC holders in line with the other licenses and registrations in the DOT and to facilitate the resolution and management of the issues of the NOC holders, the release added.
